Imagine if SaaS apps constantly rearranged their UX like grocery chains do. Users would run us out of town.
They do it slowly so users can adapt. Maybe a bad example but Facebook rolled out their web interface changes one by one, almost unnoticeable in the end.
Just to clarify I do know how this works. But actually Facebook has faced numerous backlashes to UI changes in the past.

They do 😭 I didn’t look closely and accidentally upgraded to Tahoe yesterday morning
I don’t totally hate it but I will never forgive them for what they did to mobile Safari
or the photos app!
I made some UI changes to back myself out of a corner and man it was painful customer support for a while there
